Bridges Technology Park Phase II <br /> Planning Case 514-98 <br /> April 27, 1998 <br /> Page 4 <br /> recently-adopted Ordinance No. 602 amending Chapter 1010, any work occurring within the 100- <br /> foot buffer surrounding a wetland or within a wetland itself requires either a wetland buffer or <br /> wetland alteration permit. In addition, approvals must be obtained from Rice Creek Watershed <br /> District, the local government regulatory agency overseeing wetlands and other hydrological <br /> features. <br /> The development as proposed will significantly encroach into the 100-foot setback. The area <br /> (total square footage) of the setback on Lot 2 is 32,750; the building and pavement will cover <br /> approximately 76 percent of this area. This amount is similar to the level of encroachment for the <br /> first phase of the technology park development. The City Engineer has reviewed the drainage <br /> plans for this site and finds them to be in conformance with the Council-adopted Local Water <br /> management Plan and the master drainage plan approved for this area. The minimum <br /> recommended building elevation for this lot is 901.6 which is well below the proposed 908.5 <br /> elevation. The remaining natural buffer between the drive aisle and the wetland is narrow, <br /> probably too narrow to serve as any means of filtering run-off; however, all stormwater should be <br /> diverted to the existing retention/detention pond on Lot 3 by a storm sewer at the northwest <br /> corner of the lot. There should be no contaminants entering the wetland directly from the parking <br /> lot or drive aisle behind the proposed building. <br /> As stated earlier, Rice Creek Watershed District has reviewed the applicant's drainage plans and <br /> has approved the issuance of a watershed district permit for the development. <br /> Recommendation: <br /> The Planning Commission, in Resolution 542-98 and Staff recommend approval of Resolution <br /> 5228, a resolution approving the development review and wetland buffer permit for the Bridges <br /> Technology Park Phase II expansion as requested by the Bridges Leasing Company II, LLC. <br /> James Ericson, Planning Associate <br /> Attachments: <br /> 1.
