Chen 4 <br /> RE: Traffic Impact Analysis Results for Walgreens Store in Mounds View <br /> PURPOSE <br /> As requested by the TOLD Development Company, this memorandum presents the results of <br /> our detailed traffic review that was completed for the planned Walgreens store located in the <br /> City of Mounds View, Minnesota. <br /> The analysis year for this development traffic study has been set at 1999. The Walgreens store <br /> is expected to be completed in the Fall of 1998 and the analysis examines the impacts one year <br /> after completion, which is consistent with State environmental regulations. The analysis <br /> address traffic implications of the Walgreens development during the p.m. peak hour, the time <br /> when volumes on the adjacent roadways are at their highest. Additionally, an analysis of the <br /> neighborhood impacts caused by the closing of Eastwood Drive at County Road I was also <br /> completed. <br /> In order to accomplish this year 1999 traffic analysis, wehave accomplished the following <br /> work tasks:, <br /> 1. Collection of background data. Information was collected from the City of Mounds <br /> View, TOLD Development Company and actual field observations and surveys. Third <br /> parties such as the Police Department, the Fire Department and the School District <br /> were contacted regarding the closure of Eastwood Drive. <br /> 2. Development of Traffic Forecasts. Traffic forecasts were developed to account for <br /> the new Walgreens store. Turn movement projections were developed for the p.m. <br /> peak hour at the proposed right turn access location along T.H. 10, at the intersection <br /> of T.H. 10 and County Road I, and at the proposed full access point on County Road I. <br /> Forecasts determining the impact of closing Eastwood Drive at County Road I on the <br /> neighborhood to the north were also developed.
