uNAppRovED <br /> Page 5 <br /> April 13, 1998 <br /> Mounds View City Council <br /> 1 before the Community Development Department a revised lighting plan showing the photometrics of the <br /> 2 site to indicate that it is in compliance with City Code. <br /> 3 <br /> 4 In addition to the stipulation in regard to the lighting,the resolution also contains two additional <br /> 5 stipulations: 1) that they obtain access and grading permits from MnDOT and Ramsey County if required <br /> 6 and provide proof of such permit or permission to the City;and(2) that they enter into a Development <br /> 7 Agreement with the City. <br /> 8 <br /> 9 Council member Stigney noted that in the past Saturn Dealership has had more cars on their lot than <br /> 10 allowed. He asked if he can expect,with the additional space,to see them complying with maximum <br /> 11 requirements. <br /> 12 <br /> 13 Mr. Jim Price,of Saturn Dealership,responded in the affirmative. <br /> 14 <br /> 15 Council member Stigney asked if they intend to follow the landscaping plans in regard to the numbers of <br /> 16 trees/shrubs proposed for the site. <br /> 17 <br /> 18 Mr.Price stated this has always been the case in the past. <br /> 19 <br /> 20 Council member Quick asked what they intend to do about Storm Water Run-Off. <br /> 21 <br /> 22 Mr.Ericson explained that they will use the existing 30 foot setback from Highway 10 that would run the <br /> 23 length from County Road H-2 down to their primary entrance. There is a tiered swale that would detain <br /> 24 the water at a couple different levels and then by the time it reached the entrance,it would divert into the <br /> 25 Highway 10 Right-of-Way. This plan is acceptable to the Rice Creek Watershed District. <br /> 26 <br /> 27 MOTION/SECOND: Quick/Gunn to Approve Resolution No. 5218,Approving a Development Review <br /> 28 for the Expansion of the Saturn Dealership at 2375 Highway 10. <br /> 29 <br /> 30 VOTE: 4 ayes 0 nays Motion Carried <br /> 31 <br /> 32 F. Summary of City Administrator Performance Evaluation. <br /> 33 <br /> 34 Acting Mayor Koopmeiners noted that the City Administrator Performance Evaluation review conducted <br /> 35 on Monday,April 6, 1998,proved to be very satisfactory by most members. There were a few items that <br /> 36 the Council has asked the City Administrator to work towards. Council member Stigney had requested <br /> 37 that a different review format be considered for future reviews. Overall,it was felt that much was <br /> 38 accomplished at this meeting in regard to the views and outlooks of the City Administrator and the Council <br /> 39 members. <br /> 40 <br /> 41 G. Setting of Council Staff Retreat Session-May 18. <br /> 42 <br /> 43 Mr. Whiting noted that the Council discussed the date for the Council/Staff Retreat Session and tentatively <br /> 44 agreed on May 18th,beginning at approximately 6:00 p.m. He noted, however that at this time a place has <br /> 45 not been secured. He will keep the Council posted. <br /> 46 <br /> 47 MOTION/SECOND: Quick/Gunn to set the Council Staff Retreat Session for May 18, 1998. <br />
