f <br /> Item No. <br /> Staff Report No. <br /> Meeting Date: September 8, 1998 <br /> Type of Business: W.K. <br /> WK: Work Session;PH:Public Hearing; <br /> CA:Consent Agenda;CB:Council Business <br /> City of Mounds View Staff Report <br /> To: Honorable Mayor and City Council <br /> From: Michael Ulrich, Director of Public Works <br /> Item Title/Subject: Street Reconstruction Standards and Assessment Policy Review <br /> Date of Report: September 3, 1998 <br /> Based on the outcome of the proposed Spring Lake Park reconstruction project, Council has <br /> requested to discuss and possibly reconsider the street standards and assessment policy. Many <br /> comments and staff reports were written last winter and staff requests Council to bring any <br /> information you might have, to the meeting. Accompanying this report is a copy of the resolution <br /> establishing the minimum street width and chapter 202 of the Municipal Code. <br /> The following is a few, there is quite possibly many more, of the questions that must be asked of <br /> Council and answered in order to proceed with any future reconstruction projects: <br /> 1. Does Council wish to change the Assessment Policy? <br /> 2. If so, what will the change do to the City's ability to finance future projects. <br /> 3. Will MSA, County and State projects be assessed equally with the remaining City <br /> streets? <br /> 4. Does the City wish to have a minimum street standard? <br /> 5. Does the City wish to utilize MSA funding and design standards on streets of that <br /> designation? <br /> 6. Does the City wish to manage storm and surface water effectively? <br /> These are only a few of the questions that come to mind, answers to these question will stem <br /> additional questions. Staff will adhere to and promote any policy the City and or Council wishes <br /> to adopt. Our only goal is to provide the information and facts to make a well informed decision <br /> on the future of the City's pavement infrastructure, noting that there will be trade offs with lessor <br /> design standards and maintenance strategies. <br /> If there is any specific information the Council request prior to the meeting on Tuesday,please <br /> feel free to call me. <br /> Michael Ulrich;Director of Public Works <br />
