The time <br /> 6 of the Council Work Sessions is 6:00 p.m.rather than 7:00 p.m. <br /> 7 <br /> 8 Mayor McCarty: Mayor McCarty noted that he had held out on one commissioner appointment for the Parks <br /> 9 Commission. The candidates were from one neighborhood and he felt it would be good to get a broader <br /> 10 representation for the position. If there are no more volunteers,there is a waiting list of people who can fill in <br /> 11 and who are very capable. He noted it would be beneficial to get someone from the south side of Highway 10 <br /> 12 in the southwest or southeast corner of the city. <br /> 13 <br /> 14 Mayor McCarty stated he received a call from JoAnn Finney who represents Habitat for Humanity. A <br /> 15 dedication ceremony will be held on January 24th and a representative will be needed from Mounds View. <br /> 16 He felt that perhaps Jerry Peterson,Chairman of the Planning Commission would be a good candidate to <br /> 17 represent the city. <br /> 18 <br /> 19 Mayor McCarty stated he feels that the city should do something to set up and identify the real estate value <br /> 20 model for the City of Mounds View that sets the real estate values at this time so that we can keep a track or <br /> 21 record as to the how the real estate values may change within the city from impact of the Anoka County <br /> 22 Airport. At the same time,a noise model should also be done for the city. <br /> 23 <br /> 24 Mayor McCarty stated he feels with the anticipated completion of the Community Center,the city should really <br /> 25 begin investigating how to implement a commission on youth. This would be a commission made up of youth <br /> 26 from 7th grade through 12th grade with adult involvement. <br /> 27 <br /> 28 MOTION/SECOND: McCarty/Gunn to direct staff to investigate the means by which the City could appoint <br /> 29 and implement a Commission on Youth. <br /> 30 <br /> 31 VOTE: 5 ayes 0 nays Motion Carried <br /> 32 <br /> 33 Report of Attorney: Mr.Long gave an update on the airport issue. He explained that,on behalf of the City of <br /> 34 Mounds View,he had asked MAC to delay voting on master plan for the Anoka Airport until an answer could <br /> 35 be obtained as to whether or not MAC could proceed with their plan given the court order that exists governing <br /> 36 the airport. He stated he feels residents should ask their legislatures to sponsor an amendment to that Section <br /> 37 of the law that would make it clear that the airport runway was to stay at a 4,000 foot runway. <br /> 38 <br /> 39 MOTION/SECOND: Koopmeiners/Stigney to authorize Staff to work with the State Representative to <br /> 40 develop legislation that would clarify law that would govern the development of the airport. <br /> 41 <br /> 42 VOTE: 5 ayes 0 nays Motion Carried <br /> 43 <br /> 44 Report of City Administrator: Mr.Whiting noted that he had distributed a copy of a memo dated January 8th <br /> 45 from the architect on the community center which laid out some issues that will need to be addressed at the next <br /> 46 council meeting. He noted that some of the options that the council has been considering for the community <br /> 47 center are stretching the discussed budget and these items will need to be discussed further before the bid <br /> 48 specifications are put together.
