City of Mounds View Staff Report <br /> Linders CUP <br /> January 26, 1998 <br /> Page 2 <br /> The flower mart meets the needs of the residents of Mounds View in that there are no <br /> greenhouses within the City. The zoning for the shopping center is B-4 (Regional Business <br /> District)which allows outdoor sales as a conditional use. The area of Moundsview Square is <br /> identified as Highway Commercial within the City's Comprehensive Plan, a designation <br /> consistent with the shopping center and proposed flower mart. Traffic in the area should not <br /> increase as a result of this use as it will draw much of its customer base from Moundsview Square <br /> shoppers and commuters traveling east and west on Highway 10. The greenhouse will not <br /> interfere with the internal circulation of the shopping center and the loss of the parking spaces will <br /> not create a shortage of parking stalls on the premises. Given these considerations and the <br /> previous experience with Linder's Greenhouse, staff feels approval of the conditional use permit is <br /> appropriate. <br /> Planning Commission Action: <br /> On January 7, 1998, the Planning Commission approved Resolution 534-98 recommending to the <br /> City Council approval of this CUP. There was some discussion regarding the need of bringing <br /> this action before the commission and Council annually, in that perhaps the permit could be <br /> reviewed administratively or be granted for a period longer than one growing season. Staff has <br /> introduced language to the resolution that would allow administrative reapproval for subsequent <br /> growing seasons if no significant changes are proposed. <br /> Recommendation: <br /> Adopt Resolution 5204 approving the conditional use permit for Linder's Greenhouses with <br /> stipulations as to starting and ending dates, hours of operation, lighting and signage. <br /> James Ericson, Planning Associate <br /> N:\DATA\GROUPS\COMDEV\DEVCASES\511-97\LINDERS.CC <br />
