JAN-23-98 09 :56 AM WAI <br /> January 20, 1998 VILA I <br /> Continuuri1 <br /> Mr.Chuck Whiting <br /> City Administrator ARCHITECTURAL DESIGN <br /> City of Mounds View PROJECT MANAGEMENT <br /> Mounds View,Minnesota CONSTRUCTION SERVICES <br /> MASTER PLANNING <br /> INTERIOR DESIGN <br /> RE: Mounds View Community Center <br /> Bel-Rae Ballroom <br /> Wetlands Concerns <br /> Project #90634 <br /> FAX TRANSMITTAL <br /> Dear Chuck: <br /> A meeting was held yesterday Monday January 19, 1998,at the Rice Creek Watershed District to discuss the <br /> drainage for the proposed facility at the old Bel-Rae site.Attending the meeting were;Kate Drewry, <br /> Watershed District;Derek Knapp,watershed consultant;Rocky Kahn,SEH—city consultant; Mike Ulrich, <br /> City of Mounds View;Bob Wiegert,Paramount Engineering—civil engineer;and myself. A serious problem <br /> relating to the site arose out of the meeting. <br /> Based on existing data from the Watershed District,a portion of the Bel-Rae site is classified as a wetland <br /> area.If this data is correct,building on this area would not be allowed unless the wetlands were replaced. <br /> Verification of the wetlands on the site cannot that place until Spring when the site is clear of snow and frost. <br /> The information provided to WAI/Continuum and its consultants by the City did not show any wetlands on <br /> the parcel of property in question,nor were any other indications brought forth that the site contained a <br /> wetland area. Documentation that a wetland existed to the south of the property was provided. <br /> Rocky Keehn,the City's consultant from SHE,indicated that a wetland delineation report for the site to the <br /> south of the property shows the wetland on that property,but no indication for the property in question.A <br /> follow-up phone call on Tuesday,January 20, 1998,Rocky indicated that the Bel-Rae site was not included in <br /> the wetland delineation report and therefore no information on the site was collected. <br /> A wetland delineation report will be required for the Bel-Rae site.Again,this report cannot happen until <br /> Spring. If the report indicates that a portion of the site is a wetland area,the parking plan as drawn would <br /> have to be modified or the City would have to mitigate the site.Refer to Rocky Keehn for additional details. <br /> To keep the current project on schedule,it should be possible to obtain a building permit for the construction <br /> of the new addition prior to the resolution of the wetland issue.Revised site and grading plans could be <br /> developed and submitted to the Watershed District indicating a reduction in the parking,avoiding the arca <br /> potentially identified a$a wetland area,This would allow for the construction of the building with some <br /> parking,maintaining the schedule required for Community Education occupancy.To complete this work, <br /> revisions and/or new drawings will be required for the site plan and civil grading/drainage drawings to obtain <br /> this permit. <br /> Supplemental services will be required for these services.
