UNAPPROVED <br /> Mounds View City Council <br /> December 14, 1998 <br /> Page 6 <br /> MOTION/SECOND: McCarty/Gunn to amend the budget by dropping the CSO and the part- <br /> time receptionist position; and make the balance up to return the Franchise Fee to 2.5 percent <br /> from the Contingency Fund. That is we, would go from about$46,000 to around$30,000 on the <br /> Contingency Fund. <br /> Discussion: Koopmeiners asked if the CSO position would be completely eliminated by this <br /> action. Mayor McCarty agreed that it would and said the duties would be offset by reassignment <br /> of duties. <br /> VOTE (On the Amendment): Ayes - 4 Nay - 1 (Quick) The motion carried <br /> Quick said he voted against the amendment because the City needs an active code enforcement <br /> officer other than an already over worked City staff. <br /> MOTION/SECOND: Stigney/Mayor McCarty to eliminate all Rotary memberships and to <br /> eliminate the 3 percent salary adjustments. <br /> Koopmeiners asked Stigney how he would reduce the salaries. Stigney stated the subject would <br /> require further discussion by Staff and Council and he could not be specific at this time. Mayor <br /> McCarty said the Rotary memberships are essential for maintaining a competitive edge in the <br /> communities economic development program. He added the salary reductions being proposed <br /> are getting the City very close to the point of noncompliance with state law regarding equity pay. <br /> VOTE (On the amendment): Ayes - 1 (Stigney) Nays - 4 The motion failed <br /> VOTE (On the main motion as amended): Ayes -4 Nay - 1(Stigney) The motion carried <br /> C. Consideration of Ordinance No. 622, An Ordinance implementing a Franchise Fee on <br /> Electric and Natural Gas utility companies for the Operation of the Utility within the City <br /> of Mounds View: <br /> 1. Consider Motion adopting <br /> MOTION/SECOND: Koopmeiners/Gunn to adopt Ordinance 622, An Ordinance implementing <br /> a Franchise Fee on Electric and Natural Gas utility companies for the Operation of the Utility <br /> within the city of Mounds View. <br /> MOTION/SECOND: Mayor McCarty/Stigney to amend Ordinance 622, under Sec. II Subd. 2, <br /> second sentence and change the amount to 2.5 percent. <br />
