UNAPPROVED <br /> Mounds View City Council <br /> November 30, 1998 <br /> Page 5 <br /> Whiting noted severance packages would have to be discussed for the City's current Building <br /> Inspector as well as the Parks and Recreation staff that will be affected by the outsourcing of the <br /> Parks and Recreation Programming and management of the Community Center. <br /> Mayor McCarty asked staff to proceed with their work on developing the proper severance <br /> packages. <br /> To direct staff to prepare a Resolution for operation of the Community Center and operation of <br /> the Parks and Recreation Programming. <br /> Ayes - 5 Nays - 0 <br /> Gunn noted the Parks and Recreation Commission had asked that the contract be as tight as it <br /> could be. They also requested that the program retain the "Mounds View Community Center" <br /> name. <br /> To direct staff to include in the budget a 10 percent reduction in the figures used to estimate the <br /> City's gasoline usage. <br /> Ayes - 5 Nays - 0 <br /> To direct staff to prepare a Resolution reducing the number of Rotary memberships from two to <br /> three. <br /> Ayes - 4 Nays- 1(Stigney) <br /> Stigney stated it was his opinion that the City didn't need to pay for any Rotary Club <br /> memberships. This would save $2100, Stigney said. <br /> To direct staff to prepare a Resolution increasing the Franchise Fee to 3 percent. <br /> Ayes - 4 Nays - 1(Stigney) <br /> Stigney stated he wanted to keep the Fee at its current 2.5 percent level. <br /> To direct staff to prepare a Resolution to leave the total property tax levy increase to 4.31 <br /> percent. <br /> Ayes - 4 Nays - 1(Stigney) <br />
