Kessel, Finance Director <br /> DATE: July 17, 1998 <br /> Subject: Preliminary 1999 budget <br /> Attached is a very preliminary budget for 1999. The budgeted property tax levy was increased <br /> by 3%, salaries by 3%, and the franchise fe was kept at 2.5%. An additional $2,000 was added <br /> for tree replacement as a result of the Sorms. Most of the other programs and related <br /> budgets were kept the same as 1998 with slight adjustments for inflation. <br /> Departments are still reviewing their budgets and additional adjustments are anticipated. <br /> Several items have not been included the attached budget including: <br /> • Salary adjustments needed for compliance with Hay pay plan; <br /> • Replacement of police chief- severance pay, recruitment($15,000 to $30,000); <br /> • Park improvements paid for out of parkland dedication fees; <br /> • Improvements to City hall - HVAC, sprinkling system, etc. <br /> • Electronic message board on Highway 10 ($25,000 to $40,000); <br /> • Addition of two police officers ($120,000 plus one additional vehicle @ $27,000); <br /> • Receptionist position($32,000); <br /> • Building maintenance position for City Hall & Community Center; <br /> • Central digital filing system ($25,000 to $60,000); <br /> • New phone system. <br />
