Mounds View Planning Commission May 6, 1998 <br /> Regular Meeting Page 3 <br /> There was a problem in that the parking areas were shown to be at the property line <br /> instead of set back by the required ten feet. The existing parking lot setback along the <br /> western property line is five feet. There is a potential problem in that vehicles parking <br /> near the property line would extend too far over the property line encroaching into the <br /> neighboring property. <br /> Staff recommended redrawing the site plan to show 45 degree angled parking around the <br /> proposed addition, which would allow for the continuation of the five-foot parking lot <br /> setback from the property lines and the addition of a five-foot sidewalk around the <br /> perimeter of the building and show concrete curb and gutter along the north parking lot. <br /> Staff recommended the Planning Commission approve Planning Commission Resolution <br /> No. 545-98, a resolution recommending to the City Council approval of the development <br /> review as requested by Mermaid Inc., with stipulations. <br /> Commissioner Miller questioned the fact that the City had allowed the bowling alley to <br /> operate in the B-3 zone. <br /> Director Jopke told the Commission the City, at an earlier period of time, allowed, <br /> without discussion and consideration of changing the code, the bowling alley to operate. <br /> He added it would not be appropriate at this time to deny the expansion because it has <br /> existed there with no problems. Staff is recommending the Code be amended to allow a <br /> bowling alley in that particular zone. <br /> Commissioner Stevenson stated his main concern is the parking issue. The fact that all <br /> of the new parking would be at the perimeter of the lot, would make it necessary for the <br /> bowling alley patrons to walk further to get to the bowling facility. <br /> Chairperson Peterson stated the five-foot parking setback from the property lines should <br /> be maintained. <br /> Commissioner Miller questioned snow storage. <br /> Dan Hall, for Mermaid Inc., told the Commission he does the snow plowing for the <br /> facility and there is room available on the existing site for snow storage. <br /> Commissioner Miller stated because of the allowed use of amusement centers in a B-3 <br /> zone it made sense to reconsider allowing a bowling alley as one of the permitted uses in a <br /> B-3 zone. <br /> Commissioner Miller questioned the outdoor lighting requirements for the building. <br />
