Review of Council/Staff Retreat <br /> Administrator Whiting told the Council the Mayor, City Council, City Administrator, and <br /> Department heads held a Council/Staff retreat o May 18, 1998. The retreat was held at the <br /> Harriet Alexander Interpretive Nature Center located in Roseville, MN. <br /> Primary objectives of the retreat were: <br /> 1. Determine the credibility of the organization <br /> A. Where are the credibility issues <br /> a. citizenry <br /> b. Council Members <br /> c. staff and Council <br /> 2. How to keep informed of the communities needs <br /> 3. How to get City information to the community in the most efficient way <br /> 4. To create understanding from which appropriate action will follow <br /> The City Administrator identified three main issues facing Mounds View in the future. The first <br /> issue being cash flow and how to properly manage the City's budget. The second issue will be <br /> street improvements. The third issue, what does the future hold for development in Mounds <br /> View. What role does the Council want to take in the future development of Mounds View. <br /> Mayor McCarty told the Council the question had come up at the retreat, how would the Council <br /> respond when the residents bring forth conflicting information than what staff has presented. He <br /> said its unfair to expect the residents to know the technicalities of what the City is dealing with. <br /> The City needs to find a way to respond to citizens, in private, so that people can learn without <br /> being embarrassed. <br /> Administrator Whiting suggested analyzing what is the purpose of City government and how to <br /> apply the answers to the betterment of all of the community. <br /> Eric Emerson arrived to accept his Resolution of Appreciation, Resolution No. 5235. <br />
