City of Mounds View Staff Report
August 19, 1998
Page 3
interest in this DTED grant program, so there is no guarantee that the City would be successful in
obtaining such a grant.
If directed by the City Council, Kevin Carroll and I will be assemble the information needed to
complete DTED's multi-page grant application for City Council approval at a future meeting
prior to the 10/1/98 deadline.
Park and Ride Potential:
Economic Development Coordinator Kevin Carroll has initiated discussions with Metro Transit
(a division of the Metropolitan Council)regarding the possibility of including a Park&Ride
facility somewhere on the expanded Mermaid site, most likely at the corner of County Road H
and Highway 10(the current Rent All site). As you may be aware, there is currently a Park&
Ride facility just across Highway 10 from this site(on the east side of County Road H)that is
rapidly nearing capacity. As a result, Metro Transit has apparently targeted our area for a new
Park&Ride location, and plans have been underway to improve and begin using (on at least a
temporary basis) a parking lot on the arsenal property in Arden Hills. Whether Metro Transit can
be persuaded to shift its attention to the Mermaid site has yet to be determined, but the initial
reactions to the concept have been favorable. Ultimately, the decision may be dictated by where
Metro Transit can get the most parking spaces the most quickly at the lowest cost for the longest
guaranteed period of time. A representative of Metro Transit has indicated that he will be
preparing a letter outlining Metro Transit's initial response to the proposal, and if that letter
arrives in time, it will be attached to this Memo or passed out at the Council meeting on August
24th.
Selection of a City Financial Advisor:
This matter is being covered by a separate item on this agenda.
RECOMMENDATION: Staff recommends that the City Council approve Resolution No. 5260
authorizing city staff and consultants to proceed with a development agreement and other actions
concerning the Mermaid Hotel and Banquet Facility.
Rick Jopke, Community Development Director
N ADATAWSERS\RICKJO\S HARE\82498 MER RPT
