The two new positions of Economic Development Coordinator and Assistant to the City Administrator are now reflected on the Chart. 3. Title changes: A. Department Secretary - changed to Administrative Assistant B. The Bureau of Utility Clerk - changed to Personnel or HR Tech C. Administrative Secretary - changed to Office Communications Coordinator Schmidt stated that none of the position changes carried promotions or any changes in the actual job duties. These changes are just title changes to reflect more accurately what the individual job entails. MOTION/SECOND: Gunn/Koopmeiners to approve Resolution 5257, a resolution approving the City's New Organization Chart. McCarty opened the floor for discussion of the motion. • Stigney stated the organizational chart was not in a functional order. The Billing Clerk, which had been under the Financial Department for years, is now located under the City Administrator and the title is being changed to Human Resource Technician but the duties will remain the same. Stigney suggested leaving the title as is and leaving the position as a responsibility of the Finance Department. A job description of the Human Resource Technician was read into the record. Stigney stated he also had concerns about retitling the secretaries to positions such as Communication Coordinator because the new job titles would eventually bring higher salaries to a budget that has not taken these potential higher salaries into account. Stigney told the Council he was in favor of tabling the motion in order to wait for the Stanton Survey and Hay Study. McCarty stated the job titles were only changed to reflect the duties that the particular positions were performing. There is no extraordinary salary consideration that goes with the title change, he added. The actual duties performed is what will impact the position's pay range according to the Stanton Survey and the Hay Study. Schmidt stated that none of the affected jobs have had an increase in the work that they are performing. MOTION/SECOND: Stigney/ to table the motion until the Stanton Survey and Hay Study • are completed to see what impact these evaluations will have on the affected salaries.
