Item Nos.J 6
Staff Report No.
Meeting Date:August 24, 1998
Type of Business: CA
WK:Work Session:PH:Public Hearing;
CA:Consent Agenda;CB:Council Business
City of Mounds View Staff Report
To: Honorable Mayor and City Council
From: Mary Saarion, Director of Parks, Recreation Sr Forestry
Title/Subject: Request Approval to purchase Parks Truck
Date of Report: August 20, 1998
The 1987 '/2 ton old forestry truck which has been used by the Parks Department is up for
replacement this year. This truck has been used by full time parks maintenance worker Jeff Wienke.
This truck will be used for temporary summer park seasonals employees. One of the two 1980's
trucks which are also used during the summer for seasonal employees will be evaluated. The new
inventory of parks trucks will include two old trucks to serve 3-5 seasonal employees, the 1995 '/2
ton used by Steve Dazenski and the proposed 3/4 ton utility truck to be used by Jeff Wienke.
The new truck will be a 3/4 ton truck with a utility box to be used to store and transport irrigation
parts and tools for park maintenance and repairs. Because the parks division already has the 1/2 ton
truck which is used by full time employee Steve Dazenski, a 3/4 ton truck is necessary to carry the
heavy load of irrigation, supplies and equipment for park repairs.
Replacement of the 1987 '/z ton truck was included in the 1998 budget. Specifications were
prepared and bids were solicited for a 3/4 ton 2 wheel drive truck. The state bid included many ''/2
ton trucks but very few 3/4 ton trucks this year. It was difficult to locate dealerships that had 3/4 ton
trucks available for distribution. Dealerships indicated that they would be able to build a 3/4 ton off
a '/ ton chassis, but this is unacceptable since the bearings and axels would not be for a 3/4 ton and
therefore would not be sufficient when maximum loads are required. The state bid for a 3/4 ton on a
1/2 ton chassis was $18,870. This was actually a"beefed up" 1/2 truck with '/ ton bearings, axel and
springs. Because this was deemed unacceptable, advertisement for bids was published for a 3/4 ton
truck and sent to three local truck distributors. Only two bids were received and one was a no-bid
(from Lakeland Truck Center, Inc) stating that they were unable to bid this size truck. The only bid
received was from Boyer Ford for the base amount of$19,651. This cost is $781 more than the
state bid on a"beefed up" 1/2 ton. Staff believes that the added full 3/4 ton chassis is well worth the
additional cost.
Additional expenditures once the truck is purchased include purchase and installation of a utility box
for a cost of$5,000. Other work would include a few additional lights and City markings. All
together the cost of the truck, tax, license, utility box purchase and installation and lights and
markings will be $26,199 which is less than the budgeted amount of$29,750.
Recommendation: Staff requests City Council's approval for the purchase of a 3/4 ton truck from
