Page 13 UNAPPROVED <br /> September 14, 1998 <br /> Mounds View City Council <br /> Next Council Meeting: September 28, 1998 - 7:00 p.m. <br /> MOTION/SECOND: McCarty/Koopmeiners to authorize SEH to complete the final signalized <br /> intersection design for the Highway 10/Edgwood Road realignment. <br /> Stigney reiterated his position that the City is being asked to pay the bulk of costs for the <br /> signalized intersection and the road realignment. It has always been my position that these costs <br /> should be shared equally between the Developer of the Theater Project and the City, he added. <br /> Mayor McCarty stated the signalized intersection would be paid for with TIF Funds,the <br /> commercial tax base, or MSA funds,which are gas taxes. Property taxes will not be impacted. <br /> Stigney added the signalized intersection would have an impact on what else could be done with <br /> the TIF Funds. <br /> Jeffery Lee, 7820 Eastwood Road, stated the City's treatment of Anthony Properties over the <br /> past three years has been obscene. The City needs to review its development policies, he added. <br /> He voiced his approval of the Theater Project and the revenue that would be generated by it. <br /> VOTE: Ayes - 3 Nays - 1(Stigney) Motion carried <br /> RECESS TO THE CLOSED SESSION (8:40 p.m.) <br /> 10.
