NR '1I1 O September 25, 1998
To: Honorable Mayor and City Council
From: Chuck Whiting, City Administrator
Re: September 28, 1998 City Council Meeting
We have a very short agenda for Monday night's meeting. Here's what is on the agenda:
Consent Agenda- Item 5B - Resolution 5271 for Application to DTED for Mermaid Project
Grant: The Council has reviewed this part of the Mermaid package. Kevin Carroll's memo outlines
the time frame and the need for an approved Council resolution for the City's submittal of an
application. He also notes that the City does not have to accept the grant if later we find terms
unacceptable or the project itself does not move forward. For now however, getting into the fund
cycle would help the City on the financial side of this project down the road.
Item 5C-Resolution 5269 re: Liveable Communities Act Participation: This community simply
should not be left out of any Met Council Liveable Communities funding programs. While this
Council has not had to spend much time considering the Liveable Communities Act,we have taken
advantage of the programs available through the Act such as our comprehensive plan funding and
I-35W Corridor Coalition initiatives. If there is in interest in knowing more about the Liveable
Communities Act, its purpose and programs, give me a call.
Council Business-Item 7A-Resolution 5270 Adopting Old Highway 8 Assessment Roll: Mike
will review this with the Council on Monday night.
Item 7B -Airport Plan Litigation: Bob Long and Mayor McCarty appeared before Judge Finley
and MAC lawyers this week. Bob and Duane will review this on Monday evening.
The brevity of this meeting will be in contrast to next week's work session. The October 5 meeting
will have two large items for discussion that we have been working on for a while, the community
center management arrangement and the 1999 budget. I expect to have options put together in clear
form for the Council's review that evening.
In other business, work continues on the community center and it remains on schedule for the end
of the year. We are starting to think of grand opening plans, when and how, for sometime after the
first of the year. Community Ed has been in the building since the beginning of the month and
Children's Home Society has seen a marked increase in the number of children in their program.
Council members are encouraged to wander through the building.
Have a good weekend and see you on Monday.
