Item No. 5c. <br /> Staff Report No. <br /> Meeting Date: 9/28/98 <br /> Type of Business: CA <br /> WK: Work Session;PH:Public Hearing; <br /> CA:Consent Agenda;CB:Council Business <br /> Ci of Mounds View Staff Report <br /> To: Honorable Mayor and City Council <br /> From: Steve Dorgan,Housing Inspector <br /> Item Title/Subject: Resolution electing to continue to participate in the Local Housing <br /> Incentives Account Program under the Metropolitan Livable <br /> Communities Act <br /> Date of Report: September 23, 1998 <br /> SUMMARY <br /> By November 15, 1998 each metropolitan community must decide whether or not to continue in the <br /> Livable Communities Act program. To do so, each community must pass a resolution in support of the <br /> program. Each city must also demonstrate that they have spent an amount equal to or greater than the <br /> Affordable and Life Cycle Housing Amount(ALHOA) calculated by the Metropolitan Council each <br /> year. If a city does not spend an amount of its ALHOA it must submit that amount to the Metropolitan <br /> Council or local housing authority. Mounds View's ALHOA for 1998 and for 1999 is $0. <br /> Participation in the program, allows the City access to three separate funding accounts set up by the <br /> Metropolitan Council. These include the Tax Base Revitalization Account, Livable Communities <br /> Demonstration Program, and the Local Housing Incentives Account. This also allows Mounds View <br /> access to Local Planning Assistance Grants and Loans. Mounds View and the North Metro 35W <br /> Coalition have received grants through participation in this program. <br /> Attached is Resolution No. 5269 supporting the Livable Communities Act and stating that the City of <br /> Mounds View will continue to participate in the program. <br /> RECOMMENDATION <br /> Staff recommends that the City Council approve Resolution No. 5269 supporting the Livable <br /> Communities Act and stating that the City of Mounds View will continue to participate in the program. <br /> SThltft <br /> Steve Dorgan, Housing Inspector <br /> Attachments: Resolution No. 5269 <br /> N:\DATA\GROUPS\COMDEV\HOUSING\LIVCOMM\CCM9 28.98 <br />
