Page 12 <br /> June 22, 1998 <br /> Mounds View City Council <br /> MOTION/SECOND: Quick/Gunn to approve Resolution No. 5246, a resolution approving the <br /> authorization to enter into an option to purchase the Midland Videen property and to send out a <br /> request for proposal. <br /> MOTION/SECOND: Stigney/ to table the decision to approve Resolution No. 5246, to <br /> give staff time to resolve the wetland mitigation matter at the Community Center. <br /> Motion failed due to lack of second. <br /> Jerry Linke, 2319 Knoll Drive, suggested that the City buy the Midland Videen property and use <br /> it for much needed park land for the City. He said it was a bad idea to put out RFPs for land that <br /> should be used for the public. <br /> Quick stated the idea behind the land purchase would be to facilitate development of the area and <br /> broaden the City's tax base. If the City controls the property, it can control what gets developed <br /> there. <br /> VOTE: Ayes - 3 Nays - l(Stigney) Motion carried. <br /> H. Update on Edgewood Drive Realignment and Signalization.(Representatives From <br /> SEH will be Presenting a Report). <br /> Mike Ulrich, gave his report as follows: <br /> A letter from Glen Van Wormer, SEH traffic engineer, was reviewed. Efforts are being made to <br /> try and lessen the impact that the realignment of Edgewood Drive will have on the parking lot at <br /> City Hall. In order to stay with state aid standards and design criteria at the intersection of <br /> Edgewood and Highway 10, it was deemed that the original design of the realignment would have <br /> to stay as is. <br /> Stigney asked Ulrich if Edgewood Drive from County Road I was designated MSA and if so how <br /> much MSA funds are involved in that piece of property. <br /> Ulrich stated Edgewood Drive to Highway 10 is designated MSA and he gave no dollar amount. <br /> MOTION/SECOND: Quick/Gunn to approve Resolution No. 5249, a resolution designating the <br /> continuation of Edgewood Drive from Highway 10 to County Road H2 an MSA Street. Also, to <br /> authorize staff to proceed with mitigation of the wetland at the Community Center. <br /> Stigney reiterated his original stand in regards to the realignment of Edgewood Drive: "I was <br />
