MEMO October 30, 1998 <br /> To: Honorable Mayor and City Council <br /> From: Chuck Whiting, City Administrator <br /> Re: November 2, 1998 City Council Work Session <br /> I don't have a lot of details to give you for discussion on Monday evening,but there are a few subjects <br /> that need further addressing. Remember,the Council will meet at 5:00 p.m. in closed session to review <br /> Airport litigation plans with our attorneys.Here's what we have on the regular agenda: <br /> Item 1 -North Metro Mayors Legislative Update: Joseph Strauss will address the Council with a <br /> couple of his NMMA cohorts on legislative issues facing north metro area communities. They are <br /> making an attempt to directly meet with NMMA city councils this fall in preparation for the upcoming <br /> legislative sessions both in St.Paul and Washington. This group has been instrumental in many issues <br /> benefitting this area and any interests Council members may have should be brought up Monday evening. <br /> Item 2 -Business E-Mail Hotline: Kevin Carroll will address this item. <br /> Item 3 -Telecommunications Needs and Options: We are facing some decisions regarding our <br /> telephone system for both City Hall and the Community Center. Tracy Sanchez, our Office <br /> Communications Coordinator will be present at the meeting to review costs and options we have for <br /> upgrading our phone system for City Hall and the Community Center. <br /> Item 4-Ordinance 623 re: Water and Sewer Rates: Bruce will address the Council on this. <br /> Item 5-Ordinance 624 re: Long Term Financial Plan: Bruce will also address this item. <br /> Item 6-Community Center Management Options Update: Bruce has worked on the budgeted figures <br /> we reviewed with the Council two weeks ago on the management of the community center. He can also <br /> go over the work done since then on Innovative Images agreement and the YMCA option. I will want to <br /> update the Council on the Children's Home Society lease as well. Also,I will request the Council agree <br /> to another special work session on November 9 prior to the regular meeting to meet with YMCA officials <br /> to review their option and ask questions on specific concerns or interests. Invited to this meeting would <br /> be the Parks and Recreation Commission and local recreation representatives that the City has worked <br /> with and will continue to work with in the future. This meeting could help identify several issues needing <br /> addressing prior to the budget hearing on the 16th. <br /> Item 7- 1999 General Fund Budget Update: In lieu of the items above, some review of the status of <br /> next year's budget would be in order. Bruce and I can go over that on Monday. <br /> Sorry for the brief memo. I was gone all week except for Friday so I am trying to catch up some. <br /> Remember the special Council meeting to canvass the election results on Wednesday at 5 p.m. Have a <br /> good weekend. <br />
