Type of Business: WK <br /> WK: Work Session:PH:Public Hearing; <br /> CA:Consent Agenda:CB:Council Business <br /> City of Mounds View Staff Report <br /> To: Mayor and City Council <br /> From: Rick Jopke, Community Development Director <br /> Item Title/Subject: Discussion of revised development concept for Red <br /> Oaks No. 3 Addition at County Road H-2 and Long <br /> Lake Road <br /> Date of Report: December 30, 1997 <br /> BACKGROUND <br /> In 1974 the City approved a plat for the Red Oaks No. 3 Addition submitted by Mr. Keith <br /> Harstad at the south west corner of the intersection of County Road H-2 and Long Lake Road. <br /> The plat contained 74 lots to accommodate 72 townhouse units in 11 buildings.The number of <br /> units per building varied from 4 to 8. The plat was properly recorded. The site was and still is <br /> zoned R-1 Single Family Residential. The comprehensive plan designation of the site is low <br /> density residential. It is unclear to me what the comprehensive plan designation of the site was in <br /> 40 1974. In 1974 the zoning ordinance allowed townhouses as a permitted use in the R-1 zoning <br /> district. A building permit for one 6 unit building was issued and the building was constructed. <br /> Subsequent to this approval the City amended its zoning ordinance and townhouses are no longer <br /> permitted in the R-1 zoning district. <br /> In 1984 Mr. Harstad requested that the City rezone the property to R-3 medium density <br /> residential. Townhouses up to 6 units are conditional uses in the R-3 zoning district. As I <br /> understand it there have been some legal actions relative to this site. I have asked Bob Long to <br /> summarize the legal matters for the council at the January 5th work session. <br /> CURRENT PROPOSAL <br /> Mr. Harstad has submitted for City review a revised concept for the site. Based on the history of <br /> the site and the fact that current staff was not present for the past approvals and denials, we have <br /> put this item on the January 5,1998 work session agenda for council discussion and direction. <br /> The current proposal involves the construction of 10 twinhomes and 3 three-unit buildings on the <br /> site. A total of 29 new units will be constructed. This compares to the 66 units which could have <br /> been constructed under the original plat. Including the 6 units that were constructed the density <br /> under the current proposal would be 3.09 units per acre. The density of the previous proposal was <br /> 6.36 units per acre. For comparison purposes the maximum density of a single family development <br /> i which would meet the current Mounds View code would be 3.96 units per acre. Depending on <br /> the exact delineation of the wetland up to 23 single family lots could be platted on the <br /> undeveloped portion of the site.
