...;: -em D
• MEMO TO: MAYOR AND COUNCIL MEMBERS
FROM: MARY SAARION, DIRECTOR
PARKS, RECREATION&FORESTRY
DATE: FEBRUARY 4, 1998
SUBJECT: ADOPTION OF RESOLUTION# 5210 APPROVING RICE CREEK
NORTH REGIONAL TRAIL MASTER PLAN AS PREPARED BY
RAMSEY COUNTY
Ramsey County has sent copies of the master plan for the northern section of the Rice Creek
Regional Trail for your review and ultimate approval. This master plan trail corridor begins at the
lakes area in Centerville and continues through Anoka County open spaces through Ramsey
County open spaces along Rice Creek, and again through Anoka County open space areas in
Fridley. The corridor is to provide both canoeing opportunities and trail opportunities from
Centerville lakes area to the Mississippi River. Because this corridor passes through several
cities, each city is asked to review the plan and provide approval. This project is funded through
Ramsey County initiatives with much of the funding grant monies through various Outdoor
Recreation and Trail funding sources.
The benefit to Mounds View residents is that they will have easy access to the corridor at County
Road H and Old Highway 8. This is the location for a trail head. The entrance road is already
paved leading to the proposed trailhead area(this was completed at the same time that Old
Highway 8 was reconstructed). Mounds View residents will have opportunity to hike, bike or
canoe the corridor going either east towards Centerville or west towards the Mississippi River.
At this point an Anoka County trail system along the Mississippi River heading north to Lake
George, Linwood and other connections are planned through a different project. While all these
connections may take time to complete, the loop system is planned and segments of it are
becoming a reality. This north corridor is one such segment.
The Council reviewed the plan at the February 2 Work Session and did not have questions or
concerns at that time. The Parks and Recreation Commission has reviewed the plan. The
Commission made a motion which was seconded and passed to recommend City Council to
approve this master plan.
I believe that this trail system will be a great recreational benefit to the residents of Mounds View.
RECOMMENDATION: Adoption of Resolution# 5210 approving Rice Creek North
Regional Trail Master Plan.
i
