• MEMO March 6, 1998 <br /> To: Honorable Mayor and City Council <br /> From: Chuck Whiting, City Administrator <br /> Re: March 9, 1998 City Council Meeting <br /> We have some real business to take care of Monday evening, so it should be a good meeting. Here <br /> is a summary: <br /> Item 5D and E-Setting Hearings for Noise Ordinance and Animal Ordinance: The settings of <br /> these two hearings pertain to the ordinance revisions the Chief of Police discussed with the Council <br /> at last Monday's work session. These hearings will be considered the first reading of these ordinance <br /> changes. <br /> Item 7A-Silverview Estates PUD Final Plat Resolution: Rick Jopke's report will reviews this <br /> item. <br /> Item 7B-Donatelles' Hearings and Actions: For those maybe not aware, Donatelles is selling to <br /> another restaurant. The actions under this item are meant to facilitate that sale. Bruce will review <br /> • the particulars Monday evening. <br /> Item 7C - 7:30 p.m. Public Hearing on Streets, Construction and Assessment Policies: Mike, <br /> Bruce and I will be working Monday in preparation for the hearing in the evening. Mike has <br /> enclosed the returned surveys from Council members on the options for our policies. Also,through <br /> my instruction, Barry Peters of SEH was asked to put some figures to different options stemming <br /> from the Spring Lake Road project. Mike,Bruce,Barry, Steve Campbell and myself of course will <br /> be present for discussion during the hearing. Since it is not entirely clear as to the purpose for this <br /> meeting, it may be best to state at the opening that the hearing is intended to engage residents of the <br /> community in a discussion as to their feelings on streets, assessments and affordability of a street <br /> replacement program. It may also be beneficial to state that no conclusion will occur because of the <br /> meeting, and none is intended until further deliberation on options occurs. This, it appears to me, <br /> will take us into the summer at best and probably should be cleared up before the 1999 budget gets <br /> set. <br /> As for the Council surveys,just to reiterate staff intentions behind doing this, it is thought that the <br /> survey questions may make it easier to sort out options which policies are based on, and then move <br /> towards looking at the possible impacts of changes those answers would suggest if policies were <br /> changes. It is complicated,but perhaps in this fashion a movement away from current policies could <br /> be pieced together. <br /> • Item D-Consideration of Signalization at Xylite and County Road J: Mike will report on this <br /> Monday evening. <br />
