The list is a ranking based on evaluation by the Project Selection Committee <br /> which consisted of both Mn/DOT and municipal engineers. The Mounds View project on <br /> Highway 10 at Edgewood Drive was ranked No. 25. Funding for the Municipal Agreements <br /> Program was limited to 3.1 million dollars. Only the first 21 projects were funded. <br /> Int initial meetings between <br /> the City and Mn/DOT,Mn/DOT indicated it would not approve a <br /> new signal or change the median location on Highway 10. Through discussions with Mn/DOT, we <br /> have progressed to a position where Mn/DOT sees benefits to the changes, and has verbally agreed <br /> to allow the City to proceed with the changes. The request for Mn/DOT financial participation in <br /> the changes was secondary to securing approvals. <br /> Our hopes were that Mn/DOT would pay for one half of the cost of the traffic signal. Although Iess <br /> of a possibility, we had also hoped that Mn/DOT would be inclined to pay for the Ieft turn Ianes and <br /> the median island relocation. The signal would have been funded at between$60,000 and$75,000 <br /> for the Mn/DOT share, plus 8 percent additional for construction engineering and inspection. <br /> With the lower priority given to the signal in the ranking system,there are several options which the <br /> City now faces. The first option is to continue with a locally funded project. This will fit with the <br /> initial thoughts on the project. <br /> Second option would be to wait for the next submittal period and submit it for fiscal year 2000 <br />:i.inding. This funding would aot be available until July 1, 1999,meaning that the project would not <br /> x completed until the fall of 1999 or even spring of year 2000.
