Item No. 5
Staff Report No.
Meeting Date: 3/23/98
• Type of Business: CA
WK:: Work Session;PH:Public Hearing;
CA:Consent Agenda;CB:Council Business
City of Mounds View Staff Report
To: Mayor and City Council Members
From: Rick Jopke, Community Development Director
Item Title/Subject: Extension of Time frame to File Development
Stage Plan for Anthony Properties Project
Date of Report: March 13, 1998
Background:
On May 12, 1997 the city approved a comprehensive plan amendment, rezoning, and general
concept PUD plan for the Anthony Properties Project. The City's PUD ordinance in 1120.04
Subdivision 2 d. indicates: "Unless a development stage plan has been filed within nine (9)
months from the date City Council grants general concept plan approval the approval may be
revoked by City Council action. The City council, at its discretion, may extend the filing deadline
for a development stage plan when, for good cause shown, such extension is necessary. The nine
month Time frame expired on February 12, 1998. Anthony Properties submitted a development
41) stage plan on March 16, 1998.
Analysis:
The delay in submitting the development stage plan was in part due to the discussions with the
City concerning the ring road concept and also because of the discussions with MnDOT
concerning the signal on Highway 10.
Recommendation:
Staff recommends that the City Council pass a motion extending the deadline for Anthony
Properties to file a development stage plan from February 12, 1998 to March 16, 1998.
Rick Jopke, Co unity Development Director
N:IDATAIUSERS\RICKJO\SHARE\032398.RPT
