Item No. /v <br /> Staff Report No. <br /> Meeting Date: March 23, 1998 <br /> • Type of Business: C.B. <br /> WK: Work Session;PH:Public Hearing; <br /> CA:Consent Agenda; CB:Council Business <br /> City of Mounds View Staff Report <br /> To: Honorable Mayor and City Council <br /> From: Michael Ulrich, Director of Public Works <br /> Item Title/Subject: Consideration of Resolution No. 5213 Authorizing a Supplemental <br /> Feasibility Study for the Proposed Reconstruction of Spring Lake <br /> Road / County Road I Project <br /> Date of Report: March 20, 1998 <br /> At the March 9, 1998 Council meeting, staff was directed to provide estimates and related <br /> information in regards to a new street design for the proposed reconstruction or Spring Lake <br /> Road and County Road I. The following design will be studied and a supplement provided to the <br /> original feasibility report. Spring Lake Road will be constructed at a width of 28 feet from face <br /> of curb(FOC)to face of curb the entire length, except for the portion north of County Rd. I in the <br /> vicinity of Spring Lake, where right of way limitations exist, limiting any widening. There will <br /> be no detached sidewalk/trailway in the sections of 28 foot construction. <br /> County Road I will be constructed the entire length at width of 26 feet wide measured from FOC <br /> to FOC, with a detached 9 foot sidewalk/trailway constructed in the north right of way. Spring <br /> Lake Road will also have a detached path from County I around Spring Lake. <br /> Staff spoke with the City Attorney in regards to this procedure in identifying a new project and <br /> proceeding with the Charter and Code requirements. Mr. Riggs indicated that a resolution <br /> authorizing a supplemental feasibility report including the new design with the current design <br /> would be required and an additional pubic hearing and notice for the newly identified project was <br /> also necessary. The first resolution is attached for Council's consideration. The resolution setting <br /> a public hearing will be presented to Council for consideration after the supplemental feasibility <br /> report is received and accepted by Council. The total estimated project cost and unit cost must be <br /> included in the resolution that sets the public hearing. It appears that the earliest a public hearing <br /> on the new project can be held will be on May 26, 1998, if Council follows the established <br /> schedule of regular Council Business Meetings. <br /> Since the time of the meeting, staff has been contacted by Michael Findorff, who is a staff <br /> engineer with the Minnesota Pollution Control Agency (MPCA). Mr. Findorff indicated an <br /> interest in the proposed project and the agency's possible requirements of a storm water <br /> detention pond in the Spring Lake area. Mr. Findorff indicated that the agency had received <br /> numerous calls regarding this issue and would like to meet staff at the site. On Monday, March <br /> 16, 1998, Steve Campbell, Rocky Keene of SEH and myself met Mr. Findorff, Ms. Haake, Ms. <br /> • Malrick, and Mayor McCarty at the site. Explanations were given to the requirements of the <br /> MPCA permits for storm water quality ponds and construction projects. If the vacate lot located <br />
