MEMO April 8, 1998 <br /> • <br /> To: Honorable Mayor and City Council <br /> From: Chuck Whiting, City Administrator <br /> Re: April 13, 1998 City Council Meeting <br /> With the Friday holiday and a computer training program taking me out of the office on Thursday, <br /> I will be brief in my memo to the Council for Monday's meeting. Here is what I have for the <br /> agenda: <br /> Summary of City Administrator Review: With the closed session for Monday night's review of <br /> my performance,the Council is now obligated to summarize the review and report to the public. I <br /> felt the Council was open and honest of its assessment and will try to summarize the points made <br /> during the meeting: <br /> A) Administrator's action in times of unclear Council direction has been satisfactory. <br /> Desire exists from the Council to improve its direction making capabilities. <br /> Administrator will be looked to organize Council business in a manner that works to <br /> that end. <br /> • B) Specific objectives should be laid out for the Administrator to accomplish and for the <br /> Council to work towards.Administrator will work with staff and accounting towards <br /> that end. <br /> C) Council would like to have another retreat with the Administrator and staff to develop <br /> better organizational understanding and set objectives. <br /> D) A different review format reflecting the above items should be developed. <br /> Overall, I took the review as positive and expressed my concerns about the following: <br /> A) Whether the City is adequately represented amongst the metro communities with <br /> existing staff and Council. <br /> B) Procedural aspects of the organization's work can be convoluted and inhibiting to <br /> good operations and to some extent good government. <br /> C) Policy and budgets need to be better tied together, objectives need to be clearer. <br /> D) Community and economic development of the City needs to be addressed as a public <br /> policy matter in a realistic manner <br /> Overall, I felt the review was positive and as always left room for improvement that will keep <br /> myself, Council and staff busy. <br /> City Council/Staff Retreat: In reviewing the discussion of Monday evening with my staff, I <br /> thought Monday evening, May 18 would be a good time to hold a Council and staff retreat. My <br /> • understanding was that I would put together a program and facilitate it. I will work on that and <br /> secure a place for the retreat, perhaps by meeting time on Monday, and the Council can announce <br /> this meeting as being set. <br />
