Safety <br /> and congestion problems are many, and solutions are more difficult and costly to <br /> implement.. The regional highway system cannot be replaced. The system is a regional <br /> resource and must be managed for the benefit of the region as a whole. Mn/DOT would <br /> be irresponsible in allowing the proposed west access. <br /> • We require a new access permit for the existing east access to TH 10 because of the <br /> change in intensity of land use. We require construction of a right turn lane for this <br /> access for permit approval. The turn lane is necessitated by this development and is the <br /> responsibility of the project proposer, the city, or both. The turn lane must be 300 feet in <br /> length with a 180-foot, 15:1 taper. Additional information and the appropriate forms may <br /> be obtained from Bill Warden of our Permits Section at 582-1443. <br /> • We require a Mn/DOT stormwater drainage permit for the proposed development. The <br /> permit application must include hydraulic computations and drainage area maps, showing <br /> existing and proposed conditions. Existing drainage patterns and rates of runoff affecting <br /> • Mn/DOT right of way must not increase. The site's storm water discharge rate must not <br /> increase.
