This ordinance <br /> change was proposed to address the liquor usage at the Bel-Rae when renting the facility for special events <br /> and private parties. <br /> iliaction 502 deals with the issuance of the temporary license for on-sale intoxicating liquor and Section 503 <br /> is with nonintoxicating malt liquor. <br /> The ordinance requires that a temporary liquor license be issued to current liquor license holders in the City <br /> or those that hold a liquor license in adjacent Cities for events where alcohol is served. Therefore, if a <br /> resident of Mounds View rents the Bel-Rae facility for a private party and wants to serve alcohol, they must <br /> contract with a business that holds a liquor license in the City or an adjacent City. The business that holds an <br /> annual license will be required to obtain a temporary liquor license from the City for that private event. <br /> The fees for the temporary license are proposed at$35 per event with an investigation fee of$10 for those <br /> who do not currently hold a licence within the City. These fees will become part of the fee schedule and are <br /> up for Council consideration under Council Business. <br /> As part of the issuance of the temporary license, it is proposed that an insurance policy for$1 million dollars <br /> must be obtained by the license holder for the event and the City of Mounds View must be named as an <br /> additional insured on that policy. There were questions regarding the additional burden this would put on a <br /> business.
