Discussion: A proactive consensus building strategy is important to the development of a successful corridor plan. The consultant team will work with the stakeholders--those persons and groups perceiving themselves to be affected-- . to ensure that they: • understand the project scope and the process used in the development of the plan; and • become involved in identifying issues and in contributing suggestions to the plan. - The specific approach for building consensus through public participation is based on the principle of meeting early and often with affected groups and individuals to involve them in the development of issues and options.
