The item was again discussed during the November 4 work session and I will <br /> give a short review of this request again here. This reclassification is a result of my attempt to reorganize the <br /> administrative and finance departments and accommodate the personnel now with the City. Council will recall <br /> that Michelle Chambers was not replaced when she left, and at that point I wanted to reevaluate staffing levels and <br /> organization. My long term proposal is to combine the personnel of the two departments, name the Finance <br /> Director as the department head, not replace or promote administrative intern Dawn Weitzel upon her departure, <br /> and add some personnel responsibility to Cathy Bennett as EDA Director. This is that request. The strength of <br /> the request is to place Ms. Bennett in a backup personnel position to my own, to clarify roles and positions within <br /> the department, and when all is said and done, reduce personnel costs in this department. The weaknesses <br /> o^ rrently are in the final and practical determination of the percentage of her time that will go to this personnel fun <br /> onsibility. That determination will at some point necessitate an appropriate general d allocation to the <br /> sition, whereas now her duties are strictly TIF funded. I do not see a need to address this at this point, and can <br /> revisit the topic after she returns from her leave and we have some working time with this approach to determine <br /> the time devoted to non-TIF work. <br /> To complete the reorganization, when the administrative intern position is vacant, I will be requesting the hiring <br /> of an office secretary to assist the department with their work. I will also need to address the administrative aide <br /> position which took on new responsibilities after Michelle left. In all this still will be a reduction of one in the <br /> department's personnel. This is the context under which this request is being made.
