I <br /> City of Mounds View <br /> Utility Rate Study <br /> Page 4 <br /> • <br /> Projection Assumptions <br /> • <br /> The following is a discussion of the significant projection assumptions. <br /> Metropolitan Council Wastewater Services(MCWS). The MCWS expense was 65% of 1995 <br /> operating revenue. This major expense is not under the control of the City. MCWS charges all <br /> communities within the service area based on relative discharge of sewage into the system. <br /> There are two basic factors which contribute to billings from the MCWS. The first factor is <br /> changes in the use of the system. For the City of Mounds View, the estimate usage(in millions of <br /> gallons) has been as follows: <br /> Percent <br /> Year Usage Change <br /> 1991 505 - <br /> 1992 505 - <br /> 1993 494 (2.1%) <br /> 1994 478 (4.0%) <br /> 1995 548 14.6% • <br /> 1996 540 (1.5%) <br /> The increased usage for 1995 is related to TCAAP flows which will be reimbursed to the City. <br /> The second factor which affects the estimated billing from MCWS is their estimated cost to <br /> process flows.
