CM OF REQUEST FOR COUNCIL CONSIDERATION Agenda Section: 3 <br /> STAFF REPORT Report Number:96-1913ws <br /> ORES Report Date: 11/26/96 <br /> WORK SESSION MEETING DATE <br /> 4111 REM December 2. 1996 <br /> 'v��'rr•Partner' s <br /> Item Description: Discussion of Housing Replacement Program Opportunity <br /> Administrator's Review/Recommendation: <br /> -No Comments to supplement this report <br /> -Comments attached. <br /> Explanation/Summary(attach supplement sheets as necessary) <br /> Summary: <br /> The owners of 8283 Long Lake Road, Gary and Darlene Miller,have expressed an interest,through Jim Erickson, in <br /> selling their home to the City of Mounds View's EDA under the Housing Replacement Program.The home, located <br /> next to the compost site on Long Lake Road,was built in 1884 and is in poor condition. The building inspector will be <br /> doing an inspection prior to Monday's meeting to determine the severity of its condition and determine if it meets the <br /> blight qualification. Apparently,the owners tried to obtain a home equity loan but were unable due to its deteriorating <br /> condition. <br /> The lot is approximately 39,000 s.f.with an assessed market value of$45,000. Total taxes in 1996 equaled$616.28 <br /> with the City's portion of$111.09. <br /> Othe EDA has an interest in pursuing this opportunity, staff would need to be directed to obtain a appraisal of the <br /> home and gain a voluntary offer to sell in writing from the owners. Since the property is over 50 years old,the EDA <br /> must have the home evaluated for historical significance through the Minnesota Historical Society. If the home <br /> qualifies under the National Registry of Historical Structures, it would not be recommended for the EDA to purchase <br /> the home but encourage the owners to obtain tax credits for its rehabilitation. Attached is a copied picture of the <br /> home. We will bring a photo of the home to the work session but EDA members are encouraged to do a drive by <br /> inspection of the site. <br /> I hope to bring more information to the work session for discussion regarding the inspection report and status of the <br /> home's historical significance. <br /> (caiki <br /> Cathy Bennett,Di ector of Economic Development <br />
