I am proposing to <br /> reclassify the administrative aide position to"human resource technician", a title and job description I think is more <br /> appropriate for the needs of the department and the abilities of the person in the position (Lynette Morgan). <br /> Council will recall that with Michelle Chambers leaving, administrative duties were moved around to other <br /> positions and with that to first, make sure someone was meeting those work needs, and second, to determine as <br /> best possible the man power needs of the department. I feel this reclassification will fit into work load the <br /> department attempts to carry. <br /> A job description is attached. Council will note that the principle duties of the position will be personnel <br /> administration oriented and under the direction of the Finance Director. In addition, recycling and licensing duties <br /> 41bwill continue. Secretarial and economic development assistance will be eliminated and assigned to the new office <br /> secretary position. The main body of work for the coming year to two years will be in setting up a more coherent <br /> personnel system, one that will involve detailed review and updating of existing administrative policies and <br /> procedures, coordinating this review process with employee education and information, and interdepartmental <br /> coordination of personnel management policies and procedures. I consider this to be a large task in addition to <br /> ongoing every day work, and signifies a true difference in approach with the department's use of its personnel. <br /> With that in mind, I ask the Council to consider the basic change proposed here in the use of the individual in this <br /> position and the overall approach to this department as brought to your attention over the past few months. <br /> With the new classification (which will need Council approval), a new wage is also proposed as follows: <br /> Step 1: $27,040 Step 2: $28,730 Step 3: $30,420 Step 4: 32,110 Step 5: $33,800 <br /> This is an increase over the current position system of approximately 8.33% and is figured as 1996 wages, <br /> meaning the steps would increase per a cost of living increase as determined for all positions.
