From: Mounds View Focus 2000 Report; March 28, 1994 <br /> GOALS AND STATEMENTS <br /> BUSINESS CLIMATE GOAL <br /> Mounds View will keep and improve its reputation as a city <br /> with a cooperative attitude toward business. <br /> BUSINESS CLIMATE ACTION STATEMENTS <br /> to determine whether to continue position funding. <br /> — The City will establish an Economic Development Commission comprised of busi- <br /> ness leaders and citizens to serve in an advisory capacity to the EDA and the City <br /> Council. <br /> — The EDA will develop a business plan, including goals for business retention, re- <br /> cruitment of new businesses, and increasing self-sustaining and high quality jobs. <br /> — The EDA (or the City)will develop a public information plan to publicize the <br /> business plan. <br /> — The EDA will include environmental concerns in all of its plans. <br /> • The City Council will adopt a policy of incentives which will not only support and facili- <br /> tate the expansion of existing businesses,but will also attract new businesses to the <br /> area,with emphasis on filling current vacancies as well as developing new sites. Such 1111 <br /> incentives will include: <br /> — Developing packages on how the City can help businesses (new and existing) <br /> succeed. <br /> — Reviewing business regulations in the City to simplify and improve where possible. <br /> — Offering businesses financial assistance and introductions to local banks. <br /> — Encouraging and working cooperatively with local business organizations. <br /> — Passing resolutions of support to local businesses when appropriate. <br /> — Reviewing restrictions on businesses in residential areas. <br /> — Providing special opportunities for environmentally conscious businesses. <br /> • The City will survey businesses located on Highway 10 to identify concerns (if any)with <br /> the highway and/or the City of Mounds View. <br /> • The City will publish a brochure showing favorable comparisons to surrounding com- <br /> munities, illustrating life in Mounds View, including: 1) low crime rates; 2) utility rates; <br /> 3) property taxes; 4) commercial and real estate prices; 5) distance to airports and <br /> arterial highways. <br /> • The Planning Commission and the City Council will review current zoning and land use <br /> codes for compatibility with contemporary business and community needs, with an <br /> emphasis on maintaining a balance between business and residential concerns. <br /> 28 <br />
