at the same time generate sufficient revenues to minimize the need for long term <br /> • subsidies. <br /> The City of Mounds View provides quality service at a reasonable price for police and fire <br /> protection, street maintenance, street lighting, surface water systems, water, wastewater, parks, <br /> recreation, forestry, economic development, building review and inspections and other related <br /> services. During the past year, we have been undergoing an internal review of staffing <br /> requirements and anticipate a reduction in one administrative position. The preliminary budget <br /> does include, however, the addition of a mechanic, which would be funded from the general fund <br /> (property taxes) and water and wastewater funds (fees); the mechanic would perform <br /> maintenance on City owned equipment which should decrease maintenance costs and increase <br /> the life of the equipment. <br /> The City is required to prepare a budget and certify its"proposed or preliminary levy"to Ramsey <br /> County by September 15th. Because of this early date, final property tax projections are not <br /> available from the County and other unknown information which impacts revenue and expense <br /> projections. Mounds View, like most other cities, certifies a preliminary levy which is usually <br /> higher than the final levy. It should be noted, however,that since the preliminary levy has <br /> already been certified,the final levy can not be higher, only lower. As additional information <br /> becomes available, we will continue to analyze the budget in an effort to lessen the property tax <br /> levy. <br /> • The Council values your opinion and wants to hear from you regarding the proposed Budget and <br /> the 3.5% levy increase.
