Baca, Chief <br /> National Guard Bureau <br /> Pentagon, Room 2F 294 <br /> Washington, DC 20310 <br /> Dear General Baca: <br /> We are writing to you concerning a very significant issue in our community. We <br /> believe you can assist us in reaching a positive solution to the issue that will benefit the <br /> National Guard, the Army Industrial Operations Command and our community. <br /> The primary issue is how to most effectively manage the transfer of property <br /> accountability and subsequent land uses for part of the Twin Cities Army Ammunition <br /> Plant located in the St. Paul, Minneapolis metropolitan area. Somewhere between 1,000 <br /> and 1,500 acres of land has been identified by the IOC as excess to their needs. The <br /> Minnesota Army National Guard area has excellent terrain and access to facilitate the <br /> needs of the local community. <br /> The Minnesota Army National Guard represented by General Gary Le Blanc, <br /> participated with us on the reutilization committee formed by Congressman Bruce <br /> Vento. During the committee deliberation process, we developed a conceptual land use <br /> plan for that future time when the land or portions thereof might become available for <br /> community uses. We also discovered that our community goals are compatible with the <br /> projected training needs and uses of the,National Guard. The final report of the <br /> rcutilization committee endorsed the compatibility by saying "Existing uses of the open <br /> space by the National Guard and other Reserve units for training are viewed as <br /> compatible." <br /> As things now stand, the Industrial Operations Command, the United States Army <br /> Reserve and the Minnesota Army National Guard have all identified missions for the <br /> property. We, however, still believe several community goals can be realized. These <br /> include the following: <br /> 1. The possibility for open-space uses that protectimportant.atural <br /> features. Ramsey County is the smallest of Minnesota's 87 counties and <br /> is the most developed.
