SEP-13-1996 14:52 CITY OF SHOREVIEW P.04/09 <br /> purchase 2080 hours of ice time at$125 per hour for a period of 25 years. Shoreview, <br /> Arden Hills,Mounds.View, and New Brighton collectively constitute one of the four <br /> communities involved in this project. To date,the Blaine and Coon Rapids City • <br /> Council's have approved the resolution authorizing their participation in the project. <br /> Brooklyn Park is the fourth community considering participation and also is considering <br /> adoption of the resolution at their Council meeting on September 16, 1996. <br /> The City Council reviewed this issue at the April 1 and September 9, 1996 workshop <br /> meetings and at informational meetings with the other City Councils on June 27, 1996 <br /> and August 28, 1996. Although the scope of the project has remained the same, the <br /> financial participation by the Cities' and hockey associations has evolved significantly <br /> throughout the process. <br /> Based on concerns expressed by Councilmembers at the joint meeting on August 28th, <br /> the councils developed a consensus to request that Ramsey County fund the initial <br /> $500,000 capital contribution. It was felt that if Ramsey County financed the capital <br /> contribution,then the hockey association could put up a$500,000 escrow to further <br /> protect the cities in the event of a shortfall in ice rental time. Councilmembers felt that <br /> this would give the four cities the highest level of protection. <br /> Representatives of the MASC and the youth hockey associations made presentations to <br /> the Ramsey County Board at their meetings on September 3rd and 10th requesting a <br /> . $500,000 contribution for the project. Following the presentation at the September 10th • <br /> meeting, the Ramsey County Board voted to.include$500,000 in their preliminary tax <br /> levy for this project. The funding is contingent on the Ramsey County park staff <br /> providing additional analysis about the potential impact of this project on the County's <br /> ice arena system. As a condition of this large capital contribution,Ramsey County Parks <br /> and Recreation Director has indicated that he will require the cities to guarantee that the <br /> Mounds View and Irondale Youth Hockey Associations will purchase a minimum of <br /> 1000 hours of ice time from the Ramsey County system. These twoassociations <br /> currently request about 2000 hours of ice time and receive approximately 1250 hours of <br /> time from the Ramsey County system. <br /> MASTER AND SUPPLEMENTAL AGREEMENTS <br /> If the attached resolution is approved,there are several other actions that the Council will <br /> need to consider before the project proceeds. These actions include approvals of a master <br /> agreement and of two supplemental agreements. The Master Agreement is between the <br /> MASC and the four communities participating in the project and generally lays out the <br /> framework for the financial participation and operation of the facility. Some of the key <br /> provisions of this agreement include: <br /> 1. The MASC will construct,own, and operate the four sheet ice complex. <br /> 2. Requires that the communities purchase 2080 hours of ice time at$125 per hour. • <br />
