CM OF REQUEST FOR COUNCIL CONSIDERATION Agenda Section <br /> 01111 , <br /> STAFF REPORT Report Number: <br /> ®��� Report Date: 9/5/96 <br /> CITY COUNCIL MEETING DATE — Special Order of Bus. <br /> � � September 9. 1996 — Ada <br /> �A • • <br /> `���"jS PartnetS‘��S _ Consent Agenda <br /> Hearings <br /> X Council Business <br /> Item Description: Resolution 5003 approving the preliminary 1997 budget and levy and setting the date <br /> for a public hearing and continuation hearing, if necessary, on the same. <br /> Administrator's Review/Recommendation: <br /> -No Comments to supplement this report <br /> -Comments attached. <br /> Explanation/Summary (attach supplement sheets as necessary) <br /> Summary: <br /> State Statutes require political subdivisions to adopt a preliminary budget and levy for the subsequent year on <br /> or before September 15th. At the same time, they also require that dates and times be selected for a public <br /> hearing and continuation hearing, if necessary, on the same. The hearings must be held between November <br /> 29th and December 20th, and can not be held on a Sunday or on the dates selected by the County, School <br /> District or special taxing jurisdictions (December 2, 3, 9, 10, 17). If the hearing is held on a Monday thru <br /> Friday, the meeting must be held after 5:00 p.m.; if it is held on a Saturday, it can be at any reasonable time; <br /> there are additional time requirements for continuation hearings. After the public hearing, and continuation <br /> hearing if required, the final levy and budget must be adopted. <br /> and the dates selected <br /> Based upon the State requirements by the other taxing jurisdictions,I would propose <br /> the following dates be selected: <br /> Wednesday, December 4 Public hearing on budget <br /> Wednesday, December 11 Continuation hearing, if necessary <br /> Monday, December 16 Adoption of final budget and levy <br /> The starting time for the first two meetings could be between 5:30 and 7:00 p.m.; the time for the last meeting <br /> would be at the regularly scheduled City Council meeting. <br /> It should also be noted that the City previously selected October 28 as the date for an informational meeting <br /> on the 1997 budget. <br /> Relating to the preliminary levy, information will be presented with a 2%, 3.5% and 5% increase in the <br /> property tax levy. Based upon preliminary information obtained from Ramsey County, if the City keeps its <br /> 1997 tax capacity rate at its 1996 rate, an additional $32,100 would be generated, which is a 2% increase over <br /> the total 1996 property tax levy. <br /> Bruce A.
