RESOLUTION NO. 4984 <br /> CITY OF MOUNDS VIEW • <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> RESOLUTION SUPPORTING COOPERATIVE LIVABLE CITIES DEMONSTRATION <br /> GRANT APPLICATION TO METROPOLITAN COUNCIL FOR <br /> I-35W CORRIDOR COALITION PLANNING ACTIVITIES <br /> WHEREAS, the Cities of Arden Hills, Blaine,Minneapolis, Mounds View,New <br /> Brighton, Roseville and Shoreview(I-35W Coalition Cities) directly border the Northern Metro <br /> Section of Interstate 35W(I-35W Corridor) and are participants within the Metropolitan Liveable <br /> Communities Act; and <br /> WHEREAS, the I-35W Coalition Cities have commenced a collaborative effort to <br /> discuss, identify and address macro economic development,housing, transportation, <br /> contaminated lands, employee training needs, and other physical land use and community <br /> planning issues along the entire 1-35W corridor; and <br /> WHEREAS, the I-35W Coalition Cities intend to utilize this information to guide and <br /> support the development of essential transportation and infrastructure improvements along the I- • <br /> 35W Corridor, as well as to assist in determining appropriate mass transit policies, and for <br /> assisting to develop a coordinated/collaborative database and GIS system, compatible with <br /> metropolitan GIS system decisions; and <br /> WHEREAS, the I-35W Coalition Cities desire to utilize this strategic alliance to assist in <br /> marketing and guiding development along the I-35W Corridor, consistent with the intent of the <br /> Metropolitan Livable Communities Act and Metropolitan Council's Regional Blueprint and <br /> individual community land use plans; and <br /> WHEREAS, the I-35W Coalition Cities approved resolutions earlier this year supporting <br /> the intent behind the coalition's efforts and each Cities' participation within it; and <br /> WHEREAS, the I-35W Coalition Cities have been meeting for several months in <br /> developing this collaborative effort and are in the process of preparing and intend to enter into a <br /> formal joint powers agreement within the next several months for the purpose of carrying out the <br /> goals and objectives of this collaborative effort, including the designation of a fiscal agent; and <br /> WHEREAS, the information collected and analyzed through the efforts of the I-35W <br /> Coalition will be critical to the discussion and policy decisions associated with the current <br /> metropolitan area growth options; and <br /> WHEREAS, the success of this collaborative effort will be dependant upon havingaccess • <br /> P P <br /> to adequate resources to comprehensively research and address the critical issues that impact all <br /> I-35W Coalition Cities and I-35W Corridor; and <br />
