FORESTRY: <br /> Congratulations to the City of Mounds View and thanks to Forester Wriskey for being one of <br /> eleven cities of Minnesota that were awarded the DNR Award for Oak Wilt Control. Our award <br /> was a Red Oak tree, which will be planted at City Hall, amongst the grove of Oak Trees. The <br /> award commends efforts such as use of the vibratory plow which cuts the roots that infect other <br /> trees with Oak Wilt. The program was quite inspirational with speakers including Senator <br /> Wellstone and Congressman Luther,who both supported programs for such tree disease efforts. <br /> Mary <br /> FINANCE <br /> • Work continues on the 1997 budget and Long Term Financial Plan. Cathy&myself met <br /> with Ramsey County to discuss the methods used in calculating Tax Increment payments; <br /> we are in the process of preparing/updating TIF projections for future planning. <br /> • Utility bills went out last week which has resulted in a lot of calls this week. Dorothy is on <br /> vacation this week so Kitty is handling most of the calls. <br /> • On Wednesday, I was at a meeting discussing performance reporting. In 1997 the State <br /> reduce our HACA(Homestead credit)by approximately $12,700 and established a Local <br /> Performance Aide which should be approximately the same amount as the reduction. <br /> During 1997 and 1998, cities that development a method for collecting and reporting <br /> performance will the Local Performance Aide. Over the next year, we will need to <br /> evaluate this requirement,the services we provide, etc. and determine whether the benefits <br /> derived from collecting and reporting this information exceeds the associated cost. <br /> Bruce <br /> PUBLIC WORKS <br /> ► A water leak was discovered in the entrance of McDonalds.
