CITY OF REQUEST FOR COUNCIL CONSIDERATION Agenda Section W51
STAFF REPORT Report Number: 1 n14YS
tt 1.11; s Report Date: 8/1/96
0 ;. WORKSESSION MEETING DATE
"•'4 August 5, 1996
a''°ss•Partpcis°s
Item Description: Staff Response to Council Action Regarding Recreation Options at Bel Rae
Administrator's Review/Recommendation:
-No Comments to supplement this report
-Comments attached.
Explanation/Summary(attach supplement sheets as necessary)
Summary:
I have discussed with Mary Saarion the Council action regarding Recreation programs at the Bel Rae in this
upcoming interim period of time. She is in the middle of putting together her fall program schedule and will
have the Park and Recreation Commission review options very soon in order to respond to me and the Council
at the August 12 meeting. I have also discussed this with Cathy and we are looking into the building and fire
codes for what types of activities are allowable. I feel the City should be very careful in its interpretation of
the codes in light of the situation that developed with Cross of Glory. Also, insurance costs are being
.iliIf I have more on this information Monday night, I will report it. Otherwise, it appears the Council
have a recommendation from the Parks and Recreation Commission along the lines Mary laid out in her
materials at the August 12 meeting.
In addition to this, I have asked Cathy to begin formulating draft mission statements for the Council to
consider over the next few weeks as we get into presenting options to the community. It may behoove the
Council to begin identifying your common purposes for the facility in order to response to queries about the
building's purpose. It seems to me that this Council has stated several non-exclusionary opinions that can
included into such a statement. Council comments on this approach would be welcome.
4110
