PUBLIC SERVICE PROGRAM <br /> Financial Services Program Function and Service Standards <br /> Financial Services consist of the following programs: <br /> Annual Finance Report and Audit: This program provides for the production of the City's <br /> Comprehensive Annual Financial Report and conducting an annual audit of the City's Financial records. <br /> Budgeting: The purpose of this program is to provide for the preparation of the Long Term Financial <br /> Plan and the Annual Operating Budget and their monitoring upon adoption by the City Council. <br /> Accounting and Payroll Services: The purpose of this program is to provide accounting and payroll <br /> lip services to the Council and City employees. <br /> Financial Services: The purpose of this program is to provide various types of financial services to the <br /> City, City Council, City Administrator, and Department Heads. <br /> PROGRAM OBJECTIVES ARE TO: <br /> • Oversee the financial planning activities of the City; <br /> • Coordinate the preparation of the Long Term Financial Plan; <br /> • Direct and coordinate preparation of the annual budget with close involvement and input from <br /> Department Heads and the Clerk-Administrator; <br /> • Perform all City accounting and financial reporting activities, to include: <br /> - Prepare and control accounts payable, <br /> - Receive and manage all municipal revenues, <br /> - Prepare and control payroll, and <br /> - Utility billing preparation and collection; <br /> lip • Prepare monthly financial reports, the annual financial statements, and assist auditors in <br /> conducting the annual audit of City financial records; <br />
