commitment to fire prevention over fire suppression and the effectiveness of that policy, <br /> potential insurance savings from having a sprinkling system, city consideration of using <br /> the 429 assessment statute to assist in financing such a system, and the general interest <br /> the City has in saving our taxpayers the costs of equipment and personnel needed to <br /> respond to fires. The meeting went well and I think they may give serious consideration <br /> to adding a system. I apologized on behalf of the City that the code was not clearer when <br /> they first looked at it and how that effected their expectations. Since then, Joyce has <br /> informed them of Bob Long's legal opinion which didn't surprise them. We have no <br /> word as yet on their plans. As for Monday evening, Bob Long will be present to review <br /> his analysis of the code(his letter is in the packet) and his recommendation that the City <br /> consider repassing the ordinance to eliminate any confusion on the matter. <br /> • Our neighboring cities are working on their positions regarding the quad ice rink project. <br /> I am sensing a variety of opinions, mostly conservative, on getting into this project. I am <br /> invited to a meeting on Thursday in Shoreview that may go a ways to clarifying some of <br /> this. Since the Mayor and Julie and I attended the meeting in New Brighton last month, I <br /> have not brought this issue to the Council while waiting for Shoreview,New Brighton <br /> and Arden Hills to take a stance. Our Council has indicated more readiness than the <br /> others and since we will share the same rink,I figured we would wait a while. I may be <br /> able to report on this Monday, or certainly by the August 5 work session. Depending on <br /> the positions taken by the other communities,we can try to get a representative from the <br /> NSC to a Council meeting to kick some life into this. <br /> • Now that we have the pump fixed at the golf course, it appears the line on the number one <br /> hole has blown out. John is investigating and some golfers may find their feet getting wet <br /> in this area. Should know more by Monday. Also, I have been in discussions with <br /> Blaine Brothers regarding their property and flying golf balls. They are proceeding with <br /> construction, but are now reluctant to sign the understanding we worked out. Despite <br /> that, they are moving ahead on the tree planting and most of the other conditions we <br /> worked out. I still want them to sign the understanding for evidence that they <br /> acknowledge their own cooperation in vehicle and flatbed parking. This may be <br /> important if their tenants decide to pursue the City with more claims. <br /> • Diane Clyne started today as Audrey's replacement.
