The amendment <br /> reduces the minimum complement of trained volunteer firefighters from 80 to 60. Council members may <br /> recall Chief Zikmund's reasoning for this being the difficulty in maintaining 80 volunteers and the more <br /> important effort to emphasize prevention more than suppression.
