I have been <br /> working to develop a framework for the Council to make decisions regarding this project and intend to <br /> present this in more detail on Monday evening. <br /> I would like to preface the discussion with what I have been attempting to do with a great deal of help from <br /> Cathy, our fiscal advisors and the many comments and concerns expressed by Council members and the <br /> • <br /> community. This is and appears may continue to be a complicated project not just because of the many <br /> nterests and possibilities the project presents, but perhaps more so from my perspective because a coherent <br /> and objective vision of the project has not been developed by all five of the City Council members.
