I would like <br /> to propose a slight change to the ordinance that restricts those locations that are under 500' from a church or <br /> school to enable a liquor license but that they must abide by the requirement that the licensed premise must <br /> receive at lease 60% of its annual gross sales revenue from the sale of food and prove this true on an annual <br /> 110 basis to enable them to renew the license. This would change the code for the entire City verses only for the <br /> locations abutting Highway 10 between Long Lake Road and Silver Lake Road as proposed on May 13th. <br /> e suggested change would read as follows: <br /> No license shall be granted for any premises within five hundred feet(500') of the property line of any school <br /> or church in Mounds View except that the 500'restriction shall not apply and a license may be granted for <br /> licensed premises that receives at least sixty percent(60%1 of it's annual gross sales revenue from the sale of <br /> food. The licensee must provide evidence to the City on an annual basis as part of the license renewal <br /> process that the licensee has complied with the minimum sixty percent(60%) food sales requirement of this <br /> section. Failure to comply with the minimum sixty percent(60%1 food sales requirement of this section shall <br /> be cause for suspension, revocation or denial of renewal of this license. <br /> I met with the chair of the administrative council for Sunrise Methodist Church and explained the proposed <br /> changes and process for public hearing. They are concerned about having a bar in the location and did not <br /> like the language that was proposed on the May 13th meeting because it singled out Sunrise Methodist <br /> Church. He felt better about the language change as proposed above. I suspect that there will be a few <br /> representatives from the Church at the public hearing. This ordinance change is up for formal adoption by the <br /> Council. <br /> RECOMMENDATION:. Approve the amended ordinance as attached <br />
