• • . <br /> DA I—I L <br /> 40 & ASSOCIATES, INC. <br /> Environmental Consultants,Contractors&Engineers <br /> March 6, 1996 <br /> City of Moundsview <br /> 2401 Highway 10 <br /> Moundsview, MN 55112 <br /> Dear Sir/Madame: <br /> RE: The Former Peoples Plus Service Station Located at 2280 West County Road I, <br /> Moundsview, MN. <br /> The purpose of the following letter is to briefly summarize the petroleum hydrocarbon <br /> remediation work being conducted at the above-referenced site. <br /> DAHL and Associates, Inc. was retained by Kunz Oil Company in 1990 to provide <br /> environmental consulting services for the site. At that time, test drilling at the site <br /> 6 revealed the presence of petroleum hydrocarbon contamination in the soil and <br /> groundwater beneath the site. The Minnesota Pollution Control Agency (MPCA) is the <br /> State regulatory authority that reviews the data and site recommendations provided by <br /> DAHL. <br /> In 1991, DAHL installed a groundwater remediation system at the site. The purpose of <br /> the remedial system is to remediate groundwater and collect free phase product from <br /> the surface of the water table. Petroleum contaminated groundwater is recovered, <br /> treated by the remedial system, and discharged to the sanitary sewer system. This <br /> system has been successful at providing some remediation of the site, however the <br /> remediation process has been slow and the system is fairly costly to operate and <br /> maintain. <br /> DAHL is currently in the process of evaluating soil vapor extraction and air sparging as <br /> more aggressive remedial technologies for the site. To determine the effectiveness of <br /> these technologies at this site, DAHL is planning to conduct a pilot test. Data collected <br /> during the pilot test will determine the effectiveness of these technologies, and if <br /> successful will provide the information necessary to install a full scale system. <br /> If the pilot test is successful, DAHL will present the data to the MPCA, and will <br /> recommend the installation of a full scale system. At this time, DAHL will also <br /> • recommend that the existing system be dismantled.
