Explanation/Summary (attach supplement sheets as necessary.) ,$UMMARy; A public hearing is scheduled for 7:05 on March 25, 1996 to consider the reconstruction of Bronson Drive from Edgewood Drive to Raymond Avenue. City engineers Steve Campbell and project engineer Bary Peters will be present to provide assistance with the public hearing. This proposed reconstruction project was initiated with an informational meeting with the affected residents. The project was presented to the residents without any preconceived construction plans or estimates. Residents were given the Municipal State Aid (MSA) Standards for construction and ask to comment on their preference. The construction of a sidewalk was also included, as were minor utility replacements. Residents preferred the street be constructed at a 32 foot width, with parking on one side. At the second informational meeting, discussion regarding placement of the sidewalk, parking, surface water pond, storm sewer, and estimated assessment costs occurred. It was decided that due to the fact that the water main was originally constructed on the south side of Bronson, placement of the sidewalk on that side would be less intrusive than the north side. Parking would also be established on the south side. Location of mailboxes would be on the north side, with groups of four on a single post. This design would allow for safe pedestrian access from parked vehicles to the sidewalk. Placement of the mailboxes on the north side of the street would allow for easier access of both the mail carriers and residents, since snow removal of the sidewalk would not hinder plow operators concerned about depositing snow on the walk. This walk will be maintained by the City. The benefitted property oars were also presented a preliminary mock assessment roll. This document illustrated the approximate amount and portions of the project each property owner would be assessed. Although this document has changed slightly since it's conception, it is not of a significant amount. In an earlier Surface Water study, the excavation of a water quality/holding pond was identified for the property adjacent to the Bel Rae Ballroom. Staff has contacted the owner of the property, inquiring the possibility of the City purchasing the parcels. Community Development Coordinator Cathy Bennett has contracted a consultant to appraise the property. This appraisal was received
