The ordinance contains a <br /> number of regulations on the operations of new and used automobile dealerships. <br /> Mayor Linke closed the Public Hearing at 7:25 p.m. <br /> MOTION/SECOND: Blanchard/Trude to approve Ordinance No. 570, Amending the <br /> Municipal Code of the City of Mounds View By Amending Title 1100 Entitled, "Zoning <br /> Code". <br /> ROLL CALL VOTE: <br /> Mayor Linke yes <br /> Council member Blanchard yes <br /> Council member Quick yes <br /> Council member Hankner yes <br /> Council member Trude yes <br /> Motion Carried (5-0). <br /> COUNCIL BUSINESS: • <br /> A. Presentation on Housing Programs Established with Tax Increment Financing. <br /> Ms. Jennifer Bergman, Housing Inspector, explained that as per Council request, she had <br /> invited representatives from the City of Crystal and the City of Richfield to speak to the <br /> council on housing programs offered through their cities which have been established with <br /> Tax Increment Financing. <br /> Ms. Anne Norris, Community Development Director for the City of Crystal, began by <br /> providing the Council members with a brief history of the City of Crystal. She stated many <br /> of the residents become life-long residents without large income margins to help them <br /> maintain their homes. To address those concerns the City for a long time was dedicated <br /> to provide CDBG funds to help residents with maintenance issues. For approximately the <br /> past eight years, they have dedicated a part of their Block Grant funds to acquire blighted <br /> properties which cannot be rehabilitated (estimated to be 5% of their housing stock). <br /> Recently, the City of Crystal began a new program called The New Crystal Home <br /> Program which allows them to seek developers for lots they have acquired and cleared and <br /> attach certain specifications for construction on those sites. This program has been very <br /> successful. Unfortunately, it is impossible to keep ahead of the cycle in purchasing and <br /> demolishing only a few homes per year so they looked at creating a program (the Housing 41110 <br />
